PROJECT MANAGEMENT PLAN FOR THE DEVELOPMENT OF AN INTRANET FOR THE ECONOMIC DIVISION IN THE MINISTRY OF ECONOMY AND FINANCES

 

EXECUTIVE SUMMARY

 

Managing and disseminating economic and statistical information are vital for the credibility of the Ministry of Economy and Finances. A secure and efficient intranet coupled with a solid database is an important information system that any entity in the public administration needs to increase productivity and provide quality service to the national and international communities.

Data can be easily collected, treated, analyzed, stored in a secured database with limited accessibility, and posted online for the public. The Economic Division is the unique department within the ministry that has the authority to centralize data and provide information to the decision makers and all of the local, regional, national, and international scientific communities.

  The Economic Division (ED) is part of six technical departments within the Ministry of Economy and Finances (MEF), which is a functional organization where staff is grouped hierarchically by function.

The Economic Division has only one service called economic studies, which has the mission to monitor economic activities and make forecasts. It manages a large amount of data through its studies and forecasting sub-division and monitors projects for national and international donors through its governance and international sub-division for cooperation. Currently, the Economic Division has three (3) directions and three (3) services and counts fifteen (15) permanent employees. Currently, the Economic Division has no experience in initiating or planning projects.

It does not have any project management framework to plan, manage, and monitor projects. Creating a project management plan to initiate and plan projects as a result of this research will be the cornerstone for the success of this software product. Additionally, it will become vital for the ministry to engage in the intranet development project, since it will enhance its capacity to plan projects, particularly information system projects, by specifying all inputs, tools, and techniques that should be used in the project management process.

The lack of guidelines, procedures, templates, and management tools to initiate, plan, and manage projects can undermine the development progress of all projects and lead to unorganized implementation.

The purpose of this final graduation project (FGP) consists of creating a project management plan that will be very useful for project planning in order to increase the probability of project success. It will render a framework that can serve as a model for other projects in the future. It will define the basis of all project work and how it will be performed.

It will also provide the opportunity to strengthen the capacity of the ministry to better manage projects in the short term and to pave the way to create a PMO in the medium and long term that defines and maintains standards for project management within the organization.

  The general objective of this final graduation project (FGP) is to create a project management plan using the practice standards and frameworks of the Project Management Institute (PMI) for an intranet development project for the Economic  Division in the Ministry of Economy and Finance in order to collect, analyze, manage, store, and publish economic and financial data.

The specific objectives are to develop a project charter that formally authorizes the existence of a project and provides the project manager with the authority to apply organizational resources to project activities, to formally authorize the existence of a project and provide the project manager with the authority to apply organizational resources to project activities by creating a scope management plan, to develop a stakeholder management plan to identify stakeholders and develop strategies to effectively engage them, to manage the timely completion of the intranet project by developing a schedule management plan, to create a cost management plan to ensure that the project can be completed within the approved budget, to develop a quality management plan to ensure that the project will satisfy the stated or implied needs for which it was undertaken, to create a resource management plan to identify and manage materials and human resources for the successful completion of the project, to develop a communication management plan to ensure the timely and effective communication of the project performance and other key information, to develop a risk management plan to identify and prioritize risks in the project and develop a risk response plan, and to develop a procurement management plan to purchase products and services needed from outside the project team.

The methodology used for this research was analytical, observational, and quantitative. Interviews were conducted with senior managers, sponsors, and members of the project team, and they were used in data collection.

The information that was found was analyzed for the development of a methodological solution through an in-depth analysis and the identification of appropriate strategies and process development.

Other information sources include reference books, literature reviews, and articles. However, the main source of information was gathered from the Guide of Project Management Body of Knowledge (PMBOK® Guide, 6 th Edition), which was used to develop the project management plan for the intranet development project.

In conclusion, the Ministry of Economy and Finances should conduct their future projects using good project management principles.

 Therefore, a project management plan with all of the subsidiary plans must be incorporated, and it will serve as a guide towards the completion of the project complying with the constraints of time, budget, quality, and scope.

One important element of the recommendations consists of proper communication being maintained by the project team and the relevant stakeholders to ensure a complete understanding of the requirements and deal with issues in a timely manner. In addition, the project manager and the team should adhere to strict budgetary constraints.

The intranet development must be properly maintained to guarantee customer satisfaction long after its deployment. Finally, the ministry could seek to undertake similar or larger projects in the future after having gained project management skills and experiences.

EXECUTIVE SUMMARY

The National Parks, Rivers and Beaches Authority (NPRBA) is a statutory body formally established in 2007 to protect and conserve nature and biodiversity.

Over the years, the NPRBA has engaged in the execution of several conservation and sustainable tourism-related projects with the intent to meet the demands of the Authority's mandate. St. Vincent and the Grenadines is a multi-Island state, highly vulnerable to adverse climate impacts (Gonsalves, 2017).

For this reason, the NPRBA emphasizes the significance of introducing adaptation strategies to improve sustainable management, conservation, and restoration to protect local communities and coastal ecosystems to become more resilient to face anticipated challenges.

At the NPRBA, there is a high demand for improved project performance. An absence of a formal project management framework hinders the implementation of critical activities.

The NPRBA recognizes the importance and the need to implement a change effort to optimize and potentiate the quality of conservation projects.

To appropriately manage the Rehabilitation and Ecosystem Adaptation at South Coast project, it is necessary to incorporate a plan to ensure its successful completion. Therefore, a comprehensive strategic plan that includes sound project management knowledge, tools, and techniques to support successful project delivery is required.

The general objective was to develop a project management plan framed within the Project Management Institute's standards to manage the implementation of the "Rehabilitation and Ecosystem Adaptation at South Coast, St. Vincent and the Grenadines project.

" The specific objectives are: to develop an integration management plan to unify and coordinate the processes and project management activities during the project; to create a scope management plan to guide how project work will be defined validated and controlled; to develop a schedule management plan to ensure the timely completion of the project; to create a cost management plan to manage cost throughout the projects' life cycle; to create a quality management plan to manage the quality of the project deliverables in order to meet stakeholders expectations; to develop a resource management plan to ensure that all human and material resources are identified and managed effectively to successfully complete the project, to design a communication management plan to ensure that information generated is of the appropriate quality and breath and that it reaches the various stakeholders at the proper time; to create a risk management plan that identifies risk and risk responses to ensure successful completion of the project; to develop a procurement management plan to guide to acquisition of products, services and results required by the project; and finally to create a stakeholder management plan to identify key stakeholder's and analyze their impact on the project.

he research methods used for the project were analytical, qualitative, and quantitative. Data relevant to this research were collected using primary and secondary sources. First-hand observation, interviews, and publications were interpreted, analyzed, conceptualize, synthesize, and evaluated objectively. The xiii PMBOK® Guide (2017) was the main publication used to enable the elaboration of the subsidiary plans.

 In conclusion, the Project Management Plan developed for the "Rehabilitation and Ecosystem Adaptation at South Coast Project" can positively affect the project team and the NPRBA. The Project Management Plan is an opportunity to create awareness about the importance and benefits of managing projects using formal documented plans.

 All the required subsidiary plans were realistically planned and well document. The Project Management Plan provides valuable information for the project team to make informed decisions and modifications necessary to manage and control cost, quality, and schedule. The Resource Management Plan provides tools and techniques that help improve time and resource usage. Stakeholder and Communications Management are two key knowledge areas that are crucial for successfully engaging key stakeholders.

The implementation of both plans can help develop the capacity of the project team to build positive community relations and minimize conflict by ensuring that the key stakeholders align with project goals.

The Procurement Management Plan would increase the competency level of the NPRBA to plan and execute procurement management processes more effectively.

The application of the Risk Management Plan can significantly reduce negative impacts and build a robust reputation as an organization that is known for consistently delivering projects successfully.

It is recommended that the Project team adopt the Project Management Plan for the "Rehabilitation and Ecosystem Adaption at South Coast, St. Vincent and the Grenadines project."

The Project Manager should integrate regenerative practices in the Project Charter and follow through in other areas such as the Procurement Plan. Also, refrain from adding features not in scope unless suggested by the customer and ensure that quality criteria are met.

The Project Team should apply a combination of tools and techniques to execute the project management plans effectively. These tools include fast-tracking, schedule, compression, resource allocation and resource leveling, among others. Furthermore, the Project Manager should practice proactive communication in addressing stakeholders' needs and expectations.

The Project Manager must proactively manage risks associated with the project. Adherence to monitoring and control budget, schedule, quality, and scope is essential for good management.

PLAN DE GESTIÓN DE PROYECTO PARA LA CONSTRUCCIÓN DE UN PARQUE ACUÁTICO EN EL CLUB CAÑASGORDAS EN LA CIUDAD DE CALI - COLOMBIA

 

RESUMEN EJECUTIVO

 La Caja de Compensación Familiar del Valle del Cauca - Comfenalco Valle actualmente cuenta con la mayor red de centros recreacionales dentro del departamento del Valle de Cauca y el Centro Recreacional Club Cañasgordas es el único ubicado dentro del perímetro urbano de la ciudad de Cali, jugado un papel relevante desde el momento de su adquisición y pieza fundamental dentro del plan estratégico y operativo, ya que lo perfila como el Centro Recreacional con mayor potencial, por lo cual durante los últimos años se han concentrado en la ampliación y mejora de su infraestructura. Sin embargo, su oferta acuática a la fecha no ha sido intervenida resultando poco atractiva y obsoleta para los visitantes del Club Cañasgordas que buscan espacios de entretenimiento familiar que sean novedosos y seguros.

De igual forma con la reciente normatividad expedida por el gobierno de Colombia sobre la reglamentación de parques y piscinas, la infraestructura actual no permite el cumplimiento de los requerimientos.

Por lo anterior la corporación toma la decisión de ampliar su infraestructura con la construcción de un nuevo y moderno parque acuático que cumpla con la normatividad actual y le permita ofertar la mejor propuesta de entretenimiento acuático de la ciudad.

Teniendo en cuenta que Comfenalco Valle tiene una oficina de proyectos de tipo torre de control, el área encargada de la ejecución de este tipo de proyecto no cuenta con personal experto en el tema, por lo cual, desde el proceso de diseño, ejecución de obras e interventoría de obra estas deben ser contratadas y ejecutadas por personal externo a la corporación.

En los últimos proyectos de infraestructura realizados se cumplieron los objetivos propuestos en cada proyecto, pero también hay evidencia de sobrecostos, sobretiempos y la no completa satisfacción del cliente interno con los productos entregados.

Con la situación anterior se puede inferir que existe una desarticulación entre las necesidades funcionales, baja planeación del proyecto y la falta de controles durante la ejecución del mismo, con lo cual es evidente la necesidad de poder contar con un plan de gestión de proyecto que permita gestionar de manera efectiva la construcción del parque acuático del C. R. Club Cañasgordas asegurando el cumplimiento de la normatividad vigente y la satisfacción del cliente interno.

 El objetivo general de este proyecto fue la elaboración de un Plan de Gestión del Proyecto bajo los estándares del Project Management Institute para la construcción de un parque acuático dentro de las instalaciones del Club Cañasgordas.

Los objetivos específicos fueron: desarrollar el plan de gestión de la integración para identificar y determinar las actividades de dirección del proyecto, desarrollar el plan de gestión del alcance para identificar el trabajo necesario y las actividades necesarias de ejecución del proyecto, desarrollar el plan de gestión del cronograma para controlar las actividades necesarias para la ejecución del proyecto, desarrollar el plan de gestión de costos para determinar el presupuesto requerido para la ejecución del proyecto, desarrollar el plan de gestión de la calidad para identificar el grado y el nivel el exigencia del proyecto, desarrollar el plan de gestión de los recursos para identificar los necesarios y la cantidad para ejecutar el proyecto, desarrollar el plan de gestión de comunicaciones para identificar y propiciar el correcto uso de los canales de contacto y los documentos del proyecto, desarrollar el plan de gestión de riesgos del proyecto para administrarlos de forma oportuna, desarrollar el plan de gestión de adquisiciones para identificar los flujos de los insumos que requiere el proyecto y los niveles de responsabilidad de las partes y desarrollar el plan de gestión de los interesados del proyecto para determinar las necesidades de cada uno.

El método de investigación que se aplicó para la elaboración del plan de gestión del proyecto fue de tipo analítico – sintético, deductivo y de observación.

Para su implementación se utilizaron entrevistas, informes finales de proyectos similares de manera que se logró conjuntar los juicios de expertos y la información formal que tenía la oficina de proyectos de Comfenalco Valle y un fuerte apoyo teórico.

Como conclusión hay que decir que, la constitución de un plan de gestión de proyecto es la manera más adecuada en la que director de proyecto pueda articular todas las áreas de conocimiento de la gestión de proyectos e incrementar de forma considerable las posibilidades de éxito en el logro de los objetivos planteados en los proyectos asignados, especialmente en aquellos que son de gran magnitud e importancia estratégica pero donde la empresa no tiene mayor experticia por no ser su core de negocio.

 Como parte del aseguramiento de la gestión de la calidad del proyecto durante su fase de construcción debe asegurarse mediante la contratación de una interventoría de obra que pueda estar en el terreno garantizando un proceso constructivo de acuerdo con los diseños aprobados y con los materiales y técnicas de óptima calidad. Se recomienda que Comfenalco Valle, implemente el plan de gestión de proyecto diseñado para la construcción del parque acuático del C. R. Club Cañasgordas ya que este permitirá la optimización de los procesos, establece un orden y secuencia lógica para la ejecución del proyecto y minimizando los riesgos del proyecto.

El equipo del proyecto debe componerse de manera interdisciplinaria de manera que se pueda obtener una mirada integral desde la recopilación de requisitos hasta la aceptación del producto final por parte del cliente interno.

THE DEVELOPMENT OF A PROJECT MANAGEMENT PLAN FOR THE IMPLEMENTATION OF THE SIERRA WORKFORCE SOLUTION TIME MANAGEMENT SYSTEM PROJECT AT THE ANTIGUA PUBLIC UTILITIES AUTHORITY

 

 

EXECUTIVE SUMMARY

The Antigua Public Utilities Authority is one, if not only, the largest employer in Antigua and Barbuda. With a staff complement of over eight hundred employees working across more than ten locations, management of its prime resource was a costly challenge.

 Numerous attempts were made to encourage employees to be honest about time paid for time worked. However, this was easier said than done. Buddy punching was an issue, and even after implementing a biometric software to improve productivity and accuracy in the payroll, it was later revealed that this software was not compatible with the current payroll system.

As a result, employees recorded their work times in books and time sheets. This posed a monthly challenge for the Payroll and Accounts Department who were tasked with processing salaries and wages on time.

Therefore, this document will describe the development of the Project Management Plan for the implementation of the Sierra Workforce Solutions Time Management Software Software at the Antigua Public Utilities Authority.

This will be necessary for accurate and efficient time management of the Authority’s staff complement. The general objective was to develop a Project Management Plan according to the Project Management Institute's (PMI) standards and framework to successfully manage the implementation of the Sierra Workforce Time Management System Project at the Antigua Public Utilities Authority.

 The specific objectives were: (1) To create the project charter that formally authorizes the project, and to gives the pProject mManager the authority to use/utilize resources within the Antigua Public Utilities Authority to prepare the Project Management Plan;

(2) To develop a project management plan to define how the project will be initiated, planned, monitored and controlled, and closed;

(3) To create a Scope Management Plan to ensure that all the work, and only the work required is done according to the plan, and to ensure the successful completion of the project;

(4) To create a Time Management Plan to ensure that all work is completed within time constraints;

(5) To create a Cost Management Plan to plan, manage and control the project's budget;

(6) To create a Quality Management Plan to identify quality requirements in order to ensure deliverables meet expectations;

(7) To develop a Resource Management Plan to ensure that all resources are identified and managed efficiently for the successful completion of the project;

(8) To develop a Communications Management plan to ensure the timely, accurate and effective communication to all stakeholders;

(9) To create a Risk Management Plan to identify and examine risks and create responses and management to these risks to ensure the successful completion of the project;

(10) To develop a Procurement Management plan to ensure the correct products, services and results are procured by the project; and

(11) To create a stakeholder management plan to identify and manage all project stakeholders’ expectations and to ensure efficient and effective stakeholder engagement throughout the life of the project.

The research methodology for the Final Graduation Project was analytical and observational. To add, both primary and secondary sources of information were utilized for data collection and analysis.

Wherein the main sources used to gather information included A Guide to Project Management Body of Knowledge (PMBOK Guide) Sixth Edition, PMI’s online resources, interviews and meetings that were held with key stakeholders within the organization and the time management software development company.

Consequently, the information was analyzed to create each subsidiary plan used to develop the Project Management Plan for the implementation of the Sierra Workforce Solutions Time Management Software System at the Authority.

Hence, the development of the Project Management Plan for the Sierra Workforce Solutions Time Management Software Project will cover all project knowledge areas. Moreover, this is the first attempt to the creation of a robust and comprehensive Project Management Plan for any project within the Antigua Public Utilities Authority and will form part of the Authority’s overall strategic objective in realizing business value from future projects, by documenting and leading projects successfully according to the plan.

Lastly, it will be extremely important for the Authority to establish a Project Management Office to support the various Business Units with their project’s efforts.

This office will provide Project Manaement Training to the Engineers/Project Managers and their Teams with a focus on successfully managing projects within the Authority. Also, implementing a change control process, which is overseen by a Change Control Board will be critical for ensuring all projects are managed efficiently and effectively, and that any changes to any aspect of the project is approved (or denied) before being implemented. Also, project communication is key for ensuring all stakeholders are kept abreast of the project’s performance, and it is the Project Manager’s responsibility to ensure that information is communicated at the right time, to the right persons and via right medium. Properly documented meeting minutes with action points can assist the Project Manager with communicating the project’s status to all stakeholders and inform project team members of their assigned tasks to be completed. Finally, the creating of a lessons learned repository would be ideal for use as a reference for future projects.

PROPUESTA DE UNA METODOLOGÍA DE GESTIÓN DE PROYECTOS DE INTERIORISMO PARA PROYECTOS CONSTRUCTIVOS COMERCIALES (HOTELEROS, HOSPITALARIOS Y DE USO PÚBLICO EN GENERAL)

 

RESUMEN EJECUTIVO

 

La expresión artística siempre ha estado presente en la vida del ser humano desde las pinturas de las cavernas hasta majestuosas construcciones desarrolladas por los Egipcios, Romanos, Mayas y muchas otras civilizaciones. Gracias a esta necesidad del hombre por expresar su poder, sus creencias religiosas, su forma de percibir la vida y la muerte es que surge la arquitectura.

La arquitectura le va a permitir a la humanidad no sólo expresarse si no desarrollar con el paso de los años una mejoría en su calidad de vida y en las tareas que desempeña el día a día.

 El diseño de interiores nace siendo una parte tanto de la arquitectura como del arte pero poco a poco esta simbiosis va transformándose y el interiorismo toma su propio camino, desarrollando una forma de análisis y de conceptualización de los espacios propia y particular. A partir de que el interiorismo se transforma en una disciplina por sí misma surgen profesionales dedicados a ella.

Nacen entonces una serie de firmas especializadas en el desarrollo de esta especialidad   así como el surgimiento de diferentes instituciones las cuáles establecen los estándares, requerimientos y alcances de esta nueva disciplina.

Los proyectos comerciales son los más beneficiados con la nueva profesión ya que el interiorismo se convierte en un aliado estratégico para que el patrocinador alcance sus objetivos de negocio.

Los hoteles, las oficinas, las tiendas son un ejemplo de cómo el proyecto de interiores impactará sus ingresos anuales. A pesar de que la existencia de firmas dedicadas al interiorismo se ha incrementado, el alcance de estas se limita a la propuesta de diseño y no a la gestión del proyecto. La gestión del proyecto de interiorismo es fundamental para garantizar no sólo la calidad de este, sino, velar porque la propuesta de diseño se ejecute tal como fue concebida.

Por otro lado, al ser una disciplina que impacta diferentes áreas en el proyecto constructivo, es imprescindible la gestión eficaz de las comunicaciones y los requerimientos de todos los involucrados.

El objetivo general del presente documento es elaborar una propuesta para la creación de una metodología que estandarice la dirección del Interiorismo para aplicarlo a la ejecución de proyectos constructivos comerciales (hoteleros, hospitalarios y de uso público en general) ya que no sólo es fundamental contar con un diseño exitoso, sino que debe ser ejecutado eficiente y eficazmente para cumplir con los objetivos tanto del proyecto como con la idea de negocio.

Los objetivos específicos son: 

Realizar un diagnóstico de la situación actual para identificar y documentar procesos existentes, realizar un diagnóstico de las características de los proyectos de interiorismo para esclarecer los riesgos y requerimientos particulares de este tipo de proyectos, desarrollar las fases de la guía de la metodológica para lograr una gestión exitosa de los proyectos, incluyendo Inicio, Planificación, recomendaciones para monitoreo y control y para el cierre del proyecto que incluya los procesos y procedimientos necesarios para la gestión de los proyectos de interiorismo en desarrollos comerciales, realizar un plan de capacitación con el fin de dar a conocer la metodología desarrollada para su correcta aplicación. La metodología empleada en la presente investigación tiene un enfoque cualitativo y cuantitativo. 

Se utiliza para esto una serie de herramientas tales como investigación y análisis de 14 documentos, observación de participación completa, descomposición, juicio de expertos y categorización, con las cuales se desarrolla una metodología que permite a los profesionales del diseño interno contar con una estandarización de procesos para la gestión del interiorismo en proyectos comerciales.

 Las conclusiones obtenidas en el desarrollo del trabajo son: A pesar de que en Costa Rica el ejercicio de la profesión de diseño de interiores no se encuentra debidamente regulado si existen en Estados Unidos y Canadá estandarizaciones de procesos y guías de buenas prácticas que son adaptables al desarrollo de la profesión en Costa Rica.

El Body of knowledge es una guía que ofrece al diseñador de interiores los conocimientos requeridos para el desarrollo de la profesión. Es necesario que los proyectos de interiorismo se gestionen de manera holística a lo largo del ciclo de vida.

 La metodología propone la estandarización de procesos de gestión para los proyectos de interiorismo por lo que aporta a la profesionalización de la carrera y facilita el ejercicio de dicha profesión Se recomienda el uso de la metodología como una guía que facilite su adaptación a las particularidades de los proyectos y a la cultura organizacional, así como la evaluación y mejora de la misma.

 Es recomendable el desarrollo de planes de control y calidad para cada proyecto con sus particularidades de manera que complementen la metodología propuesta.

THE PROPOSAL OF A METHODOLOGY FOR PROJECT MANAGEMENT FOR THE SWORD OF THE SPIRIT INTERNATIONAL EXECUTIVE COUNCIL

 

EXECUTIVE SUMMARY

 

In order for projects to be effectively managed, a formal structure and a clear methodology are necessary. The lack of such structure can cause projects to be delayed or even abandoned.

Many organizations, like the International Executive Council, have attempted various ways of managing their projects but never a formal project management methodology that was tailored specifically for their way of work.

The IEC is currently seeking to enhance their productivity and their efficiency in managing their projects. The purpose of this document is to develop a proposal of a methodology that will enhance the IEC’s workflow in managing projects.

The general objective of this final graduation project is to propose a methodology for project management for the Sword of the Spirit International Executive Council that will optimize the project performance for the organization.

The specific objectives are to identify the areas where the organization needs improvement as a way to determine the main elements of the project management methodology, to develop a standard for project development that can be easily adopted by the organization, to create the project management processes flow charts and descriptions of the proposed methodology to ensure that it is well understood and implemented, to design project document templates that will serve to apply the standard, and to provide an example case to highlight the benefits of the proposed methodology.

The methodology for this project was a combination of knowledge gathered directly from the IEC members via email and online interviews, with the analytical review and application of secondary sources such as the PMBOK developed by the Project Management Institute.

The best practices for Project Management that are mentioned in the literature were compared to the information provided by the IEC members as a way to tailor the best possible methodology for the organization. During the development of the project, it was clear that the organization’s expectation of the methodology did not comply with the minimum requirements for a project management methodology that is helpful for running successful projects in an organized way.

 An analysis was done of the IEC expectations, and criteria were developed for the methodology. These criteria were organized into the phases of the project and the methodology began to take form. This was followed by the development of templates for all the project documents and a brief description of how each document is applied to the xi methodology as a guide for the end users. Finally, a case study was developed applying the methodology to an old project to exemplify how the methodology could be applied to a real-life project in the organization. It was concluded that the Sword of the Spirit needs a formal approach to managing their projects, and that a simple methodology would be a good starting point for them as an organization. It was necessary to perform some tailoring on the methodology in order to fit the needs and requirements of the organization. Another conclusion is that while project planning takes time, it is also valuable because it reduces the amount of work in the executing phase. This highlights the value of project integration.

The overall recommendation flowing from this final graduation project is that every organization needs a project management methodology. Particularly, the Sword of the Spirit needs a simple but formal methodology, and they need to regularly evaluate their projects in order to make adjustments to such methodology.

 It is recommended that the IEC members go through some training sessions in order to understand the importance of project management, as well as to learn the workflow they will need to follow when applying the methodology.

ELABORACIÓN DE UNA GUÍA BÁSICA PARA LA EJECUCIÓN DE LOS PROYECTOS DE LA COMPAÑÍA SEM BASADA EN EL ESTÁNDAR DEL PMI

 

RESUMEN EJECUTIVO

La implementación de varias normas aprobadas en años recientes por el Colegio Federado de Ingenieros y Arquitectos (CFIA) han contribuido en gran medida a que la construcción electromecánica en Costa Rica se profesionalizará y estuviera al nivel de los grandes países industrializados.

Debido a lo anterior los profesionales en ingeniería eléctrica, ingeniería mecánica y electromecánica han sido cada vez más exigidos en cuanto a calidad técnica y esto ha provocado una cantidad mayor de riesgos para gestionar.

Además, la alta competencia en nuestro mercado ha provocado que los contratistas que ofrecen este tipo de servicios se hayan visto obligados a desarrollar dichos proyectos con mayor orden y estructura para maximizar las utilidades manteniendo altos estándares de calidad.

Los presupuestos ajustados, sumado a los cortos plazos de ejecución han agregado una gran cantidad de riesgos, además, si se toma en cuenta que una gran cantidad de equipos y materiales no son de fabricación nacional y por el contrario muchos se importan principalmente desde Estados Unidos, esto le ha sumado otro riesgo importante: el tiempo de importación.

Los aspectos anteriores se han tenido que gestionar de manera profesional y ya no tanto de forma empírica como había sido la tónica en años anteriores.

 En la actualidad cada compañía electromecánica gestiona los proyectos de una forma muy personalizada y la mayoría guiándose por experiencia empírica a través de los años de desarrollo de esta tarea.

Pero las compañías no cuentan con metodologías que engloben de manera sistemática todo lo que implica gestionar un proyecto. Es decir, no se trabajan las áreas de conocimiento indicadas por el PMI de manera detallada, con todas las implicaciones que cada una de estas áreas de conocimiento tienen para la buena ejecución de un proyecto.

Es por ello que el objetivo general de este trabajo fue elaborar una guía básica para la ejecución de los proyectos de la compañía SEM, de acuerdo a los estándares del PMI.

Los objetivos específicos fueron: Elaborar una guía básica para gestionar y ejecutar los proyectos de la empresa SEM contemplando las áreas de conocimiento del estándar del PMI, identificar los flujos de procesos de cada área de conocimiento a ser aplicados a los proyectos de la compañía y por último proponer plantillas estándar para la elaboración de cualquier proyecto de la compañía.

 La metodología del presente trabajo fue principalmente analítica, esto debido a que no se cuenta con bases de datos de acceso público, por lo tanto, se basó en experiencias propias y de personal de las siguientes compañías: Consorcio de Montajes Industriales (CMI), Total Protection Electromechanical, R&R Electricidad y Sistemas S.A y Soluciones Electromecánicas (SEM), todas compañías de amplia experiencia en el mercado de la construcción electromecánica, recopilando experiencias mediante entrevistas y reuniones.
