PROJECT MANAGEMENT PLAN FOR THE CONSTRUCTION OF AN ICE CREAM PLANT

 EXECUTIVE SUMMARY (ABSTRACT)


Despite the harsh economic times that can be seen all over the Caribbean, and to some extent, the world, Chefette Restaurants has been able to steadily increase their market share by having the most restaurant locations of any fast food restaurantin Barbados. With its profits, Chefette Restaurants seeks to invest in itself once again and not only be a choice for food locally but to become a household name in other parts of the Caribbean. The first step in this process is to be able to produce theamount of raw materials necessary to provide all of its locations with a great variety of food. They are achieving part of this goal by constructing an ice cream plant in Barbados. This ice cream plant would be producing their own brand of ice cream that would serve two purposes. Manufacturing their own brand of ice cream would mean they no longer have to import from neighbouring island Trinidad and Tobago and Chefette Restaurants would be able to export their brand of ice cream to other Caribbean territories so that it could be sold regionally.

Moorjani Caribbean Ltd (MCL) is a small but growing construction company that has been contracted to construct the ice cream plant. MCL and Chefette Restaurants have worked together in the past as MCL has been contracted to construct restaurants in the past. MCL and Chefette Restaurants have built a good working relationship and it continues to prosper with this project.

MCL has used construction management tools and techniques thus far in its time as a construction company, but the owner feels it is time that the company moves in a project management direction by developing a formal project management plan for this project to guide all of the critical aspects of the project’s lifecycle and that can be used as a template for other project management plans going forward.

The general objective of the Final Graduation Project (FGP) was to develop a Project Management Plan within the standards of the Project Management Institute (PMI), to manage the construction of an ice cream plant. The specific objectives were: to develop an integration management plan to unify and coordinate the processes and project management activities during the project, to create a scope management plan to ensure that all work necessary to successfully complete the project is noted and included, to create a time management plan to develop a project schedule that ensures the project is completed within the time constraints, to create a cost management plan to develop the project budget, as well as, tools for managing the project budget to ensure it is completed within the budget constraints, to create a quality management plan to ensure that the quality of not only the final product but the processes used during the project are of the highest standards and meets the needs of the client and project management team, to create a resource management plan to ensure that all human and material resources are identified and managed effectively to successfully complete the project, to create a communication management plan to ensure timely and effective communication of all necessary information to members of the project management team and the stakeholders, to   create a risk management plan to ensure that all potential project risks are identified, examined, planned for, and monitored for the successful completion of the project, to create a project procurement plan to identify what products or services cannot be handled by the project team and from whom to obtain these products and services, and to create a stakeholder management plan to ensure effective stakeholder engagement throughout the life of the project.

The methodology used for the research was analytical. The main sources used to gather information included A Guide to the Project Management Body of Knowledge (PMBOK ® Guide) Sixth Edition, interviews which were held with the performing organization, and the internet. The information was analysed to create each subcomponent of the subsidiary plans used to develop the Project Management Plan for the construction of an Ice Cream Plant. The Project Management Plan provided a new methodology for the project team to build a more thorough project management plan for this project. The Scope Management Plan allows the project team to fully breakdown each part of the project scope. MCL developed the Schedule Management Plan for this project to plan their schedule as they have considered each activity beforehand and can therefore do a better estimation of the overall project schedule. The Cost Management Plan was developed to ensure the client knew how much funding was needed to complete the project successfully. The Quality Management Plan ensures that the processes used during the project and the final product of the project are of acceptable quality. The Resource Management Plan identified the human and physical resources needed to successfully complete the project. The Project Communications Plan was developed so that each stakeholder had all information pertinent to them as often as they needed it and in the best forum to receive it. The Risk Management plan allows the project team to split the project risks and opportunities to the members of the project team who would be best suited for each particular risk. The Procurement Management Plan was developed to ensure that the same process was used for each vendor contracted to provide a service or material for the project. The Stakeholder Management Plan allows the project team to truly dissect each stakeholder to ascertain their needs and their stake in the project.

It is recommended that the project team at Moorjani Caribbean Ltd consider the use of the planning process and documents developed during the development of the Project Management Plan for the Construction of the Ice Cream Plant as a basis for implementing a methodology for similar projects in the future, as well as, hiring a Project Management Office who can review said documents. Additionally, Moorjani Caribbean Ltd should seek to utilise document management and storage systems, to organise, store, and create a central location for project planning documents and future Organisational Process Assets, as well as, invest in project management software to make the planning process easier. Finally, MCL should enroll each project management staff member in a short course in Project Management to become more familiar with PMI best practices.

PROJECT MANAGEMENT PLAN FOR THE IMPLEMENTATION OF AN ELECTRONIC PATIENT SCHEDULING APPLICATION


EXECUTIVE SUMMARY (ABSTRACT) 

 



‘s Lands Hospitaal, LH for its acronym in Dutch, is a well-known hospital in the country of Suriname. This hospital is owned by the government and provides care to all layers of society. The hospital was established in 1760 and is based in the capital of Suriname, Paramaribo. The hospital daily serves more than 300 walk-in patients. These patients are referred by their primary physician or are there for a (surgical) procedure or repeating checkup. 

 

Even though the hospital was established in an era where there was minimal innovation in medicine, the hospital staff managed to improve their skills and services during all those years and remained standing. 

 

The hospital used paper charts to register appointments for patients.  All appointments were written by the administrative staff on a calendar or in an agenda. It even occurred that appointments were never registered at all, even though the doctor in charge or patient requested one. This caused confusion and mismanagement at the different clinics in the hospital. It was also true that the contact details of patients were not always available. These patients could not be contacted in case a reschedule of an appointment needed to be made. 

 

The generic objective of this final graduation project was to develop a project management plan based on the Project Management Institute’s guidelines  to manage implementation of an electronic patient scheduling application. 

 

The specific objectives of this project were to create: a project integration management plan able to coordinate the different project management processes; a scope management plan to clearly identify the work needing completion; a project schedule management plan in order to finish the project within the planned timeframe; a project cost management plan in order to track the budget of the project and avoid cost overruns; a project quality management plan to apply the organization’s quality guidelines; a project resource management plan to properly apply project resources and adjust where needed;  a project communications management plan to properly communicate with project team members and project stakeholders; a project risk management plan to identify possible risks and ways to mitigate these risks; a project procurement management plan detailing ways to conduct procurements for this project; and, finally, a project stakeholder management plan for proper management of expectations and activities among the different project stakeholders.

 

This project utilized an analytical methodology. The most important resources were hospital documents, the PMBOK® guide sixth edition, and interviews with the managing board.

 

The project management plan that was created using the Project Management

Institute’s guidelines and the Project Management Body of Knowledge was a revelation for the hospital, since this way of managing projects had never been applied in full. There are intentions to perform future projects using this methodology. 

 

With the implementation of the electronic patient scheduling application, the hospital will have improved patient scheduling activities and patient experiences due to the flexibility and reduction of double or missed appointments. 

 

Indirectly, the hospital staff will acquire competencies in the use of computers and computer applications. 

 

It is recommended that the hospital completely implements a project management methodology in order to implement future projects according to a certain set of (international) standards.

PLAN DE GESTIÓN DE PROYECTO PARA LA CREACIÓN DE UNA EMPRESA DE BIENES RAÍCES EN CAROLINA DEL NORTE, ESTADOS UNIDOS

 


RESUMEN EJECUTIVO 


La economía en los EE.UU ha sido reconocida a lo largo de los años por ser resistente a la economía global y el sector inmobiliario ha demostrado ser uno de los más apetecidos para inversión gracias a la estabilidad y su valorización constante, sin embargo según un análisis realizado por Zillow, líderes en el mercado de bienes raíces de Estados Unidos, publicado en la página web del diario CNN, manifiestan que, durante el mes de abril de este año, la venta de casas de habitación bajó en un 27% con respecto al año anterior. 

Se considera que esta baja se debe a la situación actual de pandemia y en ciudades que han sido duramente afectadas por el virus. 

 Afortunadamente, el Estado de Carolina del Norte, no se ha visto muy afectado por la situación y en el mes de mayo, la revista HW en diálogos con Jeremy Wacksman, presidente de Zillow, publicó: “iBuyer anunció que su servicio de ofertas instantáneas, Zillow Offers, se reanudará en dos mercados de Arizona y dos de Carolina del Norte”.

 Otro dato importante para el desarrollo de este Plan de Gestión es que en Carolina del Norte existen varias empresas de bienes raíces que ofrecen los servicios de compra y venta de mobiliarios para varios niveles de clientes, sin embargo, estas empresas además de carecer de un sistema personalizado gracias a la facilidad de tanta tecnología requieren un conocimiento más avanzado y especializado en la factibilidad de los mercados. 

Este Proyecto Final de Graduación se realiza con la necesidad de desarrollar un plan de gestión que permita visualizar las posibilidades de contar con las proyecciones no solo financieras sino también de mercado para la creación de una compañía de bienes raíces en Carolina del Norte, Estados Unidos. 

Esta necesidad plantea, entonces, la existencia de una empresa de bienes raíces que ofrezca en el área el beneficio de modificar la casa que se quiere adquirir, de manera que sea personalizada para cada gusto o necesidad del cliente. 

Con este propósito, se investigan mercados específicamente dedicados a la compra y venta de bienes raíces en Carolina del Norte, Estados Unidos, y de esta manera se trata de identificar cuál es la manera más precisa de tomar decisiones financieras para ejecutar el emprendimiento. 

El objetivo general del presente proyecto consiste en desarrollar un plan de gestión para la creación de una empresa de bienes raíces en Carolina del Norte, Estados Unidos. Los objetivos específicos se fundamentan en realizar un análisis del sector y del mercado de bienes raíces, así como la definición de las áreas de conocimientos basadas en el PMBOK, como modelo de gestión para la creación de la empresa en cuestión. 

Estos objetivos se exponen en el siguiente orden: realizar un diagnóstico de la situación actual, realizar un estudio de mercado para determinar la viabilidad de crear una empresa de bienes raíces, determinar el marco de trabajo para apoyar la gestión de proyectos en la creación de la empresa de bienes raíces, y definir el plan de integración del proyecto que brinde los pasos necesarios para lograr el objetivo general planteado. 

 La metodología que se utiliza es de carácter experimental a través de la observación de las estadísticas de números reales de cantidad de venta de casas y aplicar las mismas aunadas con el juicio de expertos en el campo, además de las opiniones de personas del sector acerca de sus necesidades y requerimientos a la hora de comprar una casa de habitación. 

Con esta información se realizan tres tipos de investigación: la exploratoria, la descriptiva y la explicativa, enmarcadas en un plan de negocios a partir de un estudio de mercado. 

Este estudio sirve para definir cuál es la situación actual del mercado y evaluar el impacto que tendría la creación de una nueva compañía en esta área que ofreciera no solo la venta de casas sino también la reparación, remodelación o canje de estas.

 Algunos de los resultados más sorprendentes del proyecto, son utilizados para darle un giro al enfoque que la compañía estaba pensando en incluir. Se crean, entonces, clasificaciones que permitan encasillar a los compradores en tres diferentes programaciones: comprador compulsivo, comprador por necesidad y el comprador por convicción; así mismo se logra estandarizar las maneras de operar para abordar cada uno de los posibles clientes incluyendo un proceso de seguimiento y control funcional para cada comprador.

 Después de realizar el diagnóstico de la situación actual, el estudio de mercado y la determinación de los marcos de trabajo, se establece, a través de la definición del plan de integración del proyecto, que este presenta un resultado favorable y que es viable implementar la empresa de bienes raíces que busca satisfacer a sus clientes, ofreciéndoles la casa de habitación de acuerdo con sus necesidades y preferencias. 

Por todo lo anterior las recomendaciones principales son mantener la calma al momento de las evaluaciones periódicas de la rentabilidad, rodearse y crear un ambiente laboral positivo y motivado que logren transmitir a los posibles clientes, de manera clara los beneficios que se ofrecen y que sean los mismos clientes la mayor y mejor publicidad de la empresa para que en un período aproximado de seis meses se pueda realizar un nuevo plan de gestión para la implementación del emprendimiento en áreas vecinas.

PROPUESTA DE DISEÑO Y PLAN DE IMPLEMENTACIÓN DE UNA PMO EN SURGE ON MEDICAL B.V

 

RESUMEN EJECUTIVO 

Surge-on Medical es una compañía holandesa que inició actividades en el 2015 como una empresa de emprendimiento del sector médico. Se enfoca en el diseño, desarrollo y comercialización de instrumentos quirúrgicos de mínima invasión, los cuales se basan en sus cuatro patentes internacionales sobre articulación mecánica sin cables. 

Dichas patentes hacen que los instrumentos de Surge-on Medical sean únicos en el mundo al ser articulables, desarmables y reutilizables. 

A pesar de operar en el sector médico tan regulado de Europa, Surge-on Medical no cuenta con una PMO ni ha llevado a cabo intentos de establecerla en el pasado, puesto que todos los esfuerzos recaían en el lanzamiento rápido del primer producto en el mercado y la optimización de recursos. 

La empresa ha ejecutado (satisfactoriamente) diversos proyectos de investigación y desarrollo, manufactura, publicidad y distribución utilizando herramientas básicas de gestión de proyectos. Debido al reciente aporte de inversionistas, la empresa está a punto de iniciar una etapa de expansión a nivel del portafolio de productos, equipo de trabajo y mercados meta. 

Para apoyar el éxito de esta estrategia de crecimiento, se propone el establecimiento de una PMO que gestionará los diversos proyectos a través del impulso, formación, administración, cumplimiento de mejores prácticas y control de proyectos importantes, especialmente de índole regulatorio y de manufactura.

 La Gerencia de Surge-on Medical está consiente de la necesidad de una PMO, en especial en este momento de rápida expansión a nuevas líneas de productos, y se compromete a apoyar las propuestas de implementación de una PMO.

 El objetivo general del presente PFG fue elaborar una propuesta de diseño y un plan de implementación de una PMO en Surge-on Medical para optimizar y estandarizar la gestión de sus proyectos, según las mejores prácticas del sector. 

Los objetivos específicos fueron: Realizar un análisis del estado actual de los procesos de administración de proyectos en Surge-on Medical para identificar fortalezas y áreas de mejora, a través de una evaluación de madurez en AP con un instrumento ampliamente usado en la región, determinar el modelo de PMO adecuada según las necesidades y estrategias de crecimiento de Surge-on Medical para promover su implementación, definir el rol y las funciones de la PMO a implementar y su ubicación en el organigrama de Surge-on Medical para promover el óptimo desempeño de los proyectos, proponer un esquema de transversalidad entre la PMO y los diferentes departamentos de la empresa para lograr una mejor integración y desarrollar un plan de implementación de la PMO para asegurar su continuidad.

 La metodología empleada en la presente investigación fue de tipo analítica, deductiva-inductiva y de campo. Se recolectó información directa de la empresa por medio de entrevistas y encuestas, para posteriormente analizarla desde diferentes perspectivas (de la Gerencia y de los empleados). 

Se empleó herramientas tales como el análisis de documentos de la empresa y las estrategias de crecimiento de la misma para deducir las opciones más adecuadas de PMO deacuerdo con las necesidades y limitaciones de Surge-on Medical. 

Se contó también con un fuerte apoyo teórico y de juicio de expertos para analizar los diversos tipos de PMO y elucidar la mejor para la empresa. Se concluyó que Surge-on Medical cuenta con un nivel de gestión de proyectos “bajo”. 

Esto se observó en la baja puntuación obtenida en cuestionarios y encuestas relacionados con las capacidades organizacionales para la gestión de proyectos en la empresa, se evidenció la falta de  políticas y metodologías claras para la gestión de proyectos en la empresa, el limitado conocimiento de la gerencia en temas de administración de proyectos, la inadecuada comunicación entre los miembros de la gerencia, la poca cantidad de documentos de salida que se generan durante la gestión de los proyectos y la inadecuada diseminación de los objetivos estratégicos a través de la empresa. 

Se identificó un modelo de PMO de Torre de Control como el ideal a implementar en Surge-on Medical, para aportar la autoridad y control que se buscan para la gestión adecuada de proyectos en la empresa, con vistas a convertirse en una PMO de Pool de Recursos en el futuro. 

Se propuso ubicar esta PMO a nivel departamental dentro del organigrama de Surge-on Medical para evitar conflictos de poder con los demás departamentos y adecuarla a la cultura de la organización. 

Se desarrolló un esquema de transversalidad que le permitirá a la PMO recibir y filtrar las propuestas de proyectos y convertir solamente aquellas relevantes en proyectos, utilizando recursos de distintos departamentos de la empresa para integrar esfuerzos según las necesidades de gestión que existan en los proyectos. 

Se desarrolló un plan de implementación de la PMO en tres fases, con una duración total de dos años y medio, luego del cual se espera contar con una PMO plenamente operacional e integrada con el equipo de trabajo de la empresa. 

Se recomendó iniciar con la implementación de la PMO lo antes posible para aprovechar la motivación y el apoyo observado de la gerencia durante el desarrollo de este PFG.

 También se recomendó formar al equipo gerencial en temas básicos de gestión de proyectos y promoverlos ante la empresa como ejemplo de participación activa en la mejora de la gestión de proyectos en Surge-on Medical para motivar a los demás departamentos en su interacción con la PMO. 

Se recomendó que el cambio hacia una PMO de Pool de Recursos inicie gradualmente después de finalizar el proceso de implementación, según la visión y recomendaciones de la gerencia y del director de la PMO. 

Finalmente, se recomendó a Surge-on Medical considerar la posibilidad de crear un departamento de Recursos Humanos y de implementar aspectos de responsabilidad social y ambiental en la gestión futura de sus proyectos, para apoyar en las actividades de la PMO y reforzar la imagen sostenible de la empresa.

PROPUESTA DE METODOLOGÍA PARA LA GESTIÓN DE PROYECTOS DE TECNOLOGÍAS DE INFORMACIÓN, EN UN PUESTO DE BOLSA DE LA INDUSTRIA FINANCIERA NACIONAL

 

RESUMEN EJECUTIVO 

Ninguna organización se encuentra exenta de la ejecución de proyectos; ya que independientemente de su objetivo, el beneficio en su desarrollo apoya a la consecución de su estrategia organizacional. 

Para el Puesto de Bolsa esto no es la excepción, a pesar de contar con más de 20 años de trayectoria en un mercado muy dinámico como es el bursátil; requiere emplear la innovación y transformación digital, para buscar nuevas formas de ofrecer a sus clientes: productos y servicios innovadores, de alta rentabilidad y valor agregado, siendo la ejecución de proyectos de tecnologías de información uno de sus principales aliados. 

 Para el Puesto de Bolsa, la ejecución de proyectos de tecnologías de información se ha convertido en parte esencial de su operativa; no obstante, su desarrollo no cuenta con una cultura estandarizada, al carecer de los procesos, herramientas y técnicas necesarias para su dirección. 

Lo indicado, provocó en el desarrollo de sus iniciativas un número importante de deficiencias basadas principalmente en: objetivos y requerimientos inciertos, incumplimiento de cronogramas y presupuestos, seguimiento inadecuado, incumplimiento de criterios de calidad, entre otros.

 Es de conformidad con esto que al considerar el entorno interno y externo, en aspectos normativos y de mejora continua en los que se desenvuelve la organización, que se identificó la necesidad de dotarla de todos los procesos, herramientas, técnicas y documentación estandarizada basada en la Guía de Fundamentos para la Gestión de Proyectos, Guía PMBOK® (6ta Edición), para una gestión apropiada de sus proyectos de tecnologías de información. 

 Este proyecto tuvo como objetivo general el proponer una metodología para la gestión de proyectos de tecnologías de información para un Puesto de Bolsa con el fin de establecer un marco referencial para una correcta administración de los proyectos, que permita eficiencia y mejoras en el rendimiento y en su ejecución. 

Mientras que de forma específica pretende: identificar los aspectos y características de la organización en términos de gestión de proyectos con el fin de identificar su estado actual y determinar posibles mejoras, realizar un análisis de brechas entre la situación actual y lo estipulado en la Guía de Fundamentos para la Gestión de Proyectos (PMBOK® 6ta Edición) 

con el fin de definir las herramientas de gestión a implementar, preparar un plan de acción que permita dotar a la organización de procesos, técnicas y herramientas de gestión de proyectos, basadas en la Guía de los Fundamentos para la Gestión de Proyectos (PMBOK® 6ta Edición), con el fin de establecer un marco referencial para la gestión de proyectos de Tecnologías de Información y definir un plan de implementación de la metodología propuesta para ponerla en ejecución en los proyectos de Tecnología de Información. 

 Con el fin de cumplir con los objetivos planteados, la investigación realizada empleó metodologías de tipo inductivo y sintético. 

En la primera de ellas se buscó mediante el análisis de datos, identificar elementos particulares de la gestión actual de la dirección de proyectos con el fin de poder concluir sobre una proposición general sobre la necesidad de una metodología estandarizada para lograr la suficiencia y eficiencia en el desarrollo de iniciativas de tecnologías de información en la organización. 

Por su parte la metodología de tipo sintética fue empleada con el fin de conocer a profundidad las capacidades actuales, identificar capacidades nuevas y consideradas como necesarias, para así lograr obtener todos los elementos requeridos para construir una propuesta metodológica que sirva de guía para la gestión de proyectos de tecnologías de información. 

A raíz del estudio realizado por medio de un análisis de situación actual se logró concluir como uno de los elementos más relevantes que la organización en la actualidad carecía de una cultura estandarizada de dirección de proyectos, reforzando la necesidad de definir y mejorar los procesos, prácticas y herramientas de gestión. 

Asimismo, empleando una evaluación de niveles de capacidad según la ISO/IEC 15504 se determinó y reafirmó que el proceso de gestión de proyecto en el Puesto de Bolsa se encontraba en un nivel incompleto, donde no se lograba el propósito para el cual fue concebido, generando un reto al tener que proveer una propuesta que permita dotar de mejores prácticas a la organización sin dejar de lado su contexto y capacidad actual, garantizando que la misma sea sostenible y factible en el tiempo. 

 Otra de las principales conclusiones del estudio se obtuvo al momento de realizar un alineamiento de la situación actual con respecto a lo dispuesto en la Guía de Fundamentos de Dirección de Proyectos a nivel de activos de procesos, donde se logró concluir que la organización no contaba con el 80% de las propuestas por el PMBOK® 6ta Edición. Adicionalmente se pudo determinar que dada la naturaleza regulatoria que rige a la organización, recurso y capacidad actual, la propuesta metodológica debía considerar un ciclo de vida predictivo, donde se trace desde el inicio una línea clara que permita controlar cualquier posible desviación durante su ejecución. 

La metodología propuesta consiste en cuatro fases con sus respectivas procesos, técnicas y herramientas para una gestión estandarizada de proyecto de acuerdo con su escala y priorización.

 Esta metodología podrá ser implementada con éxito siempre y cuando exista el compromiso de las partes interesadas, permitiendo su apropiación e integración de forma orgánica a través de las fases o etapas del plan de implementación. 

De igual forma, se plantearon algunas recomendaciones para velar por la aplicabilidad y sostenibilidad de la metodología a través del tiempo, estas se mencionan a continuación: Valorar en un mediano o largo plazo la automatización de procesos de gestión mediante la implementación de recursos tecnológicos open – source, así como proveer de capacitaciones periódicas a los involucrados en la gestión. 

Y finalmente, apostar a un proceso de mejora continua que permita incrementar el nivel de capacidad del proceso a un nivel de Gestionado, donde el mismo es implementado y los resultados están establecidos, controlados y mantenidos apropiadamente.

PROJECT MANAGEMENT PLAN FOR THE SMALL RURAL FARMERS DEVELOPMENT PROGRAMME IN PARAGUAY

 


EXECUTIVE SUMMARY (ABSTRACT) 

The Small Rural Farmers Development Programme is a project led by the government of Paraguay, through the Ministry of Agriculture and Livestock, sponsored by ITAIPU and implemented by UNOPS. 

This Programme is focused on the development of plots of lands for small farmers and sowing labor, intended to expand the yield capacity of rural families that live under the poverty line. 

The most prominent issue facing family agriculture projects in Paraguay is the lack of a project management plan. 

In essence, the scope management plan is not validated, and the requirements are subject to constant change. Resources are limited and, due to bureaucracy in the negotiations, funds are not normally timely disbursed. 

Consequently, the schedule varies and the implementation of activities are always “under construction”, leaving to one side the agricultural regular schedule of crops, and resulting in lower land productivity. 

Quality is severely affected; the project implementer is not able to plan or control quality, since human resources are the ones causing the changes that arise every week. 

Resources are not planned; they are allocated according to the need of the moment. There is no risk management, but a permanent evaluation of the mitigating actions required for the issues impacting project activities. 

Besides, there is lack of coordination among stakeholders to facilitate the commercialization of the agricultural products, because there is not a stakeholder’s management plan. The absence of a project management plan affects the efficiency and traceability of the intervention. 

For that reason, this project aims to develop a comprehensive plan to allow for a coordinated, inter-institutional, efficient, and transparent implementation of the project, by the adoption of best project management and agricultural practices, and lessons learned. 

The goal of this plan is to increase the small rural farmers’ income and provide them with commercial tools for an upgrade to exit poverty. 

The general objective of the project is to develop a comprehensive Project Management Plan for the Small Rural Farmers Development Programme in Paraguay to provide the MAG with an effective and efficient methodology to strengthen family agriculture on a sustainable and innovative manner. 

The specific objectives are the following: to create a project charter to formally authorize the project and develop a comprehensive project management plan; to construct a scope management plan to ensure that the cost planning, resource allocation, and stakeholder engagement are executed appropriately during the project life; to design a schedule management 

plan to ensure that the project planning fits the preapproved time frame; to create a cost management plan to ensure that the project has a sustainable cash flow and adequate funds are allocated to the project; to develop a quality management plan to ensure the project meets the acceptance standards of the project stakeholders; to draft a resources management 

plan for the project to ensure a proper allocation of human resources and infrastructure; to identify the risks of the project and develop a risk management plan to better approach the possible issues and mitigate the risks the project team might encounter during the implementation of activities; to create a procurement management plan to establish a sustainable and efficient procurement of goods and services; to create a stakeholder management plan to ensure the proper identification, categorization, and participation of programme stakeholders; and to create a communication management plan to ensure a seamless communication among stakeholders and promote the project results publicly.

 The primary research methodology for this project is a case study. The availability of previous similar cases provides know-how and a framework that aligns perfectly with this applied research. The explanatory method for research was followed. The main sources used to gather information included the PMBOK® Guide, and interviews and questionnaires to members from the wide variety of stakeholders. The information was analyzed from the best practices and lessons learned perspective in order to create each subsidiary plan of the Project Management Plan. 

With the Project Management Plan, ITAIPU and the MAG have a tool to deliver a multiyear project for poverty reduction successfully, on time and within budget, with minor adjustments, and without external assistance. According STP’s forecast, after three years of implementation, the intervention would become sustainable and beneficiaries will no longer need government support. Beneficiaries will achieve independence and find their way out of the poverty and extreme poverty thresholds

THE DEVELOPMENT OF A PROJECT MANAGEMENT OFFICE (PMO) PROPOSAL FOR THE TECHNICAL SERVICES DEPARTMENT WITHIN THE DEPARTMENT OF INFRASTRUCTURE, PORTS AND ENERGY IN ST. LUCIA

 

EXECUTIVE SUMMARY (ABSTRACT)

The Ministry of Infrastructure, Ports, Energy and Labor (MIPEL), specifically the Department of Infrastructure, Ports and Energy (DIPE) is the leading government agency in St. Lucia for the maintenance of the island's infrastructure. 


The Technical Services Department (TSD) within the DIPE comprises of six subunits that are responsible for the overall construction and maintenance of public roads, bridges and public administrative buildings on the island.


An organization’s structure has to support the objectives of the organization and to ensure a smooth communication, decision-making processes and operations while at the same time clearly defining responsibilities. 


The main objectives of TSD are to ensure efficient and timely maintenance and repairs of public infrastructure and to ensure that effects of climate induced disasters are minimized, damages cleared and other infrastructure be prepared or reinstated with minimum delay.


Over the years, projects executed by TSD have experienced failures in meeting various project objectives resulting in cost overruns, low quality outputs and over extended time schedules. 


This is mainly due to the unavailability of trained and qualified personnel in the areas of project management to guide the management of projects implemented. 

With the deliverables of this project, the implementation of a Project Management Office within the structure of TSD will manage project activities effectively and will definitely increase the success rates of projects within set schedules, budget and quality parameters.

 In addition, the success gained from the implementation of the Project Management Office will provide valuable experience together with strategic training that will increase the organizations capacity and proficiency in project management skills.


The general objective for this Final Graduation Project (FGP) was to develop a Project Management Office (PMO) proposal for the Technical Services Department within the Department of Infrastructure, Ports and Energy (DIPE), to standardize Project Management best practices and to maximize the success rate of Infrastructural Projects undertaken by the Department. 


The specific objectives were: to conduct a maturity analysis and organizational needs of the Technical Services Department in order to determine its project management strengths, weaknesses and opportunities for improvement; to assess and determine the type of PMO that is best suited for the Technical Services Department, through the analysis of the various types of PMO’s; to propose the characteristics and functions that a PMO should have; to determine the position of the PMO within the organization along with its structure, roles and responsibilities and its level of authority; to develop the implementation plan for the Technical Services Department within the Department of Infrastructure, Ports and Energy (DIPE) and to assess technical proficiencies and develop training policies.


The methodology undertaken for this project were a combination of research, interviews and data gathering of reports of similar nature using analytical, inductive-deductive and observations research methods. 


These methods allowed for an in-depth maturity analysis of all data collected on the Technical Services Department, their organizational structure and operations, along with the willingness stakeholders in accepting the idea of a PMO within the organization. 


Utilizing the tools and sources, this project allowed for the analysis and recommendations on the best-suited PMO for the Technical Services Department along with its location and functions.


TSD has weaknesses in all project management areas, with its maturity rating being a level two for a project-based department. Efforts for improvement should be focused on strategies to improve the organizations maturity level by way of implementing the most suitable type PMO that can establish project management methodologies and processes into an organizational standard.


A Directive type PMO was most suitable for TSD due to its culture and history in project management. This type of PMO with its functions, as outlined by “Hobbs and Aubry, 2007” was best suited for the operations of TSD, hence it was adopted. 

The Directive type PMO will be most effective, located immediately below the head of TSD (CE), in the organizational structure where the full benefits of having a PMO can be realized. 


This allows for full control in performing its various roles and responsibilities in establishing methodologies and guidelines for the project management operations of TSD and lead it to a higher maturity rating.


It was concluded that the implementation of a PMO for TSD was of paramount importance for MIPEL to witness growth and strength in its project management maturity level. 


This will enable MIPEL to fulfill its mandate in being “A Flagship ministry, critical to achieving infrastructural and national development” efficiently and effectively.


Pursuant to the results and conclusions of this FGP, it was recommended that: upon the implementation of the PMO within TSD’s structure, a maturity assessment should be conducted at least every two years to get an update of TSD’s maturity level. Followed by an annual review program to analyze the functionality and relevance of the PMO within TSD along with its functions, roles and responsibilities as may be mandated by the ruling government.

A systematic approach should be undertaken when modifying the implementation plan of the PMO, due to changes that arises. This should be undertaken through a series of stakeholder consultation to ensure stakeholder buyin and a smooth transition process. 


As the organization’s maturity level increases, training policies established should be reviewed through training review boards to ensure the continued growth of staff.
